JGISD board reviews proposals for Baseball/Softball Complex in May meeting

CLEARWAY ENERGY CHAPTER 313 AGREEMENT #3 TERMINATED

In the regular monthly meeting of the Jayton-Girard ISD board of trustees on May 19, 2025, interim superintendent recognized a number of individuals for their contributions to key events: Keith Emfinger for the new JGISD website rollout; Tonya Braly and Angela Woolley for ongoing bus route coverage; Kayla Ragsdale for scheduling HealthCareShadowDayfor high school students; and Stephanie Carpenter and Kevin Chisum for organizing and deploying the Big Event.

The board formally recognized State Track participants and coaches, State Golf participants and coach and State Tennis participants and coach.

Principal Jamie Humphries reported on activities at the school since the last meeting, as well as plans and activities for the final week of school.

Humphries and Interim Superintendent Nelson Coulter then discussed the recently released JGISD 2023 Accountability Data. The district received an A rating from TEA.

Coulter provided an update on the School Health Advisory Council (SHAC) and Wellbeing committees. Coulter provided an update on the search for a first-grade teacher. There are currently seven applicants. Plans are to make a recommendation to the board at the June 16 meeting.

Coulter reported that Daycare Assistant Brooklyn Coulter has resigned effective the end of the school year. Plans for posting that position are pending.

The board then reviewed the nine respondent packages related to the recent Request for Proposals for a Construction Manager-at-Risk for the building of a softball/ baseball complex.

Cody Scott made a motion, seconded by Cody Stanaland, to resolve to enact the process of ranking and selecting a construction manager-at-risk for the softball/baseball complex (re RFP 2025-01), with top respondents ranked in the following order: (1) Tienert Construction, (2) Pharr Construction, (3) Collier Construction, and (4) Tegrity Construction. The motion passed 4-0.

This resolution authorizes Coulter to engage in negotiations to secure an agreement, starting with the top-ranked entity. Only if agreement cannot be reached will negotiations with the subsequently ranked entities occur.

In next action, Matt Herzog made a motion, seconded by McKenzie Chisum, to approve the memorandum of understanding with Kent County Nursing Home regarding transportation service in case of catastrophe. This agreement provides for use of school vehicles to quickly assist in the evacuation of nursing home residents in case of emergency. The motion passed 4-0.

In discussion items, Coulter reported the imminent termination of a Texas Chapter 313 Agreement (School Value Limitation Agreement) with Clearway Energy for a third solar field in planning. The company has two solar fields built and functioning, but has decided not to build the third one.

Coulter then reported on 2025-26 budget development process. That process will gather speed and meaning once the Texas Legislature has finished their current business in Austin, he said.

The board then discussed items that hold potential as possible bond proposals in November. Items that seem to have the most interest at this time are transportation needs, building some new homes, and an auditorium. More discussions are to follow.

Coulter reported on the summer work schedule for office and maintenance teams. Those times/dates have been reported to employees and posted on the JGISD web site.
