In a called meeting of the Jayton-Girard Independent School District board on May 5, trustees took actions to advance consideration of Chapter 313 of the Texas Tax Code for Stetson Renewables Holdings, LLC.
(Editors’ note: Chapter 313 of the Texas Economic Development Act, which has been in place since 2002, is due to expire, or “sunset,” Dec. 31, 2022 after legislators in the most recent session opted not to renew the program. Currently, among Texas’ 1,029 public school districts, there are 840 Chapter 313 agreements or applications, with 149 agreements launched from January through mid-May 2022, according to the database on the Texas Comptroller’s Office.)
In board action Jeff Arnold moved that the board adopt District Policy CCGB (LOCAL) as presented, relating to the Texas Economic Development Act, Chapter 313 of the Texas Tax Code, and authorize the superintendent to take all action necessary to incorporate this policy into the District’s policy manual. The motion was seconded by Amanda McGee; all voted in favor.
Then, B.J. Baldridge moved that the board: (1) accept for consideration Stetson Renewables Holdings, LLC’s Application for an Appraised Value Limitation on Qualified Property; (2) set a standard application fee of $80,000 for such application; and (3) authorize the superintendent to acknowledge receipt of the application and application fee, review the application and, upon a determination that such application is complete, work with the Underwood Law Firm to submit the application to the comptroller as set out in Chapter 313 of the Texas Tax Code. The motion was seconded by Connie Martinez; all voted in favor.
The board then entered into closed session at 7:24 p.m. and exited at 9:24 p.m. The board was in consultation in closed session under Texas Government Code 551.071 to seek and receive legal advice from the District’s lawyer concerning pending legal matters.
In other initiatives, the board discussed the education foundation. No action was taken.
In other board action, a motion was made by Amanda McGee and seconded by B.J. Baldridge to approve the TEKS Certification Form as presented. All voted in favor.
A motion was then made by Amanda McGee and seconded by Jeff Arnold to accept the teacher resignation from Adriana Cox. All voted in favor.
In attendance at the meeting were board president L’Rae Lee and trustees Jeff Arnold, B.J. Baldridge, Connie Martinez, Amanda McGee and Cody Scott. School officials present were Layne Sheets, superintendent, and Laci Scogin, business manager.
