Dalton appointed Patton Springs ISD trustee in August meeting

In the regular meeting of the Patton Springs ISD board trustees on August 7, 2023, trustees unanimously approved appointing Ronda Dalton as a school board member to fill the seat vacated by Tyler Fairchild, with a term expiring in 2024.

In other action superintendent Bryan White discussed the TASA/TASB School Board Convention to be held Sept. 29Oct. 1 in Dallas. He also discussed school activities, school safety, maintenance projects, vehicles/transportation, sale of Bus 24 and flat nose, July 2023 Certified Values and the Summary of Finance current values.

Trustees then unanimously approved Eichelbaum Wardell Hansen Powell & Munoz P.C. as the 2023-2024 district’s counsel.

In the next initiative the board unanimously approved the Interlocal Agreement for Provision of Election Equipment with Dickens County.

The board then unanimously adopted the Order Calling for a School Bond election.

Following presentations by MWN Architects and Hoho Design Group, the board voted unanimously to hire MWN architects for potential bond projects.

The board then voted unanimously to consider and select Construction Manager Agent (CMA) as delivery method for potential bond projects.

Trustees then voted unanimously to hire Gallagher Construction as Construction Manager Agent (CMA) for potential bond projects.

The board unanimously approved, for the 2023-2024 school year, to delegate contractual authority to obligate the school district under Texas Education Code (TEC) §11.1511(c) (4) to the superintendent, solely for the purpose of obligating the district under TEC, §48.257 and TEC, Chapter 49, Subchapters A and D, and the rules adopted by the commissioner of education as authorized under TEC, §49.006. This included approval of the Agreement for the Purchase of Attendance Credit or the Agreement for the Purchase of Attendance Credit (Netting Chapter 48 Funding).

Following a review of the proposed budget and tax rate, the board unanimously agreed to set the proposed tax rate for $0.7575 (subject to commissioner of Education approval). Trustees then vote unanimously to set August 28, 2023, 7:00 p.m., 1261 East FM 193, Administrative Office, Afton, Texas for the Public Meeting to Discuss Budget and Proposed Tax Rate.

In the next action the board voted unanimously to approve the Texas Department of Agriculture Self-Certification Threshold for Micro Purchases-Child Nutrition as $49,999.99.

Trustees then voted unanimously to approve Bryan White, Superintendent, “Employee” for the Form 50-859, Tax Code section 26.04 designation. Rebecca Haney, current Dickens County Tax Assessor-Collector, prepares and signs this document.

The board then unanimously approved the 23-24 Adult Meal lunch at $4.75 and the Adult Breakfast at $3.10 effective August 7, 2023, and then, they unanimously approved the 2023-24 Resolution of the Board regarding Hazardous Traffic Conditions.

Next up trustees unanimously approved the 2023-2024 Resolution Stating Review of the Investment Policy and Investment Strategies and Designation of Investment Officer for Patton Spring ISD and Approving Independent Sources for Investment Training.

After reviewing bids, trustees voted to award the 2023-24 unleaded fuel and diesel fuel to Crosby County Fuel Association. Propane bids were tabled for further clarification. Two bids were received.

In next action, Clayt Bridge made the motion and David Keith made the second to approve Bryan White, Superintendent Contract and salary, effective 8/1/2023. The motion passed, with Dalton abstaining.

Attending the meeting were board members Dave Keith, Gary Bridge, Ernest Ramirez, Ronda Dalton and Clayt Bridge. Board members Lana Burson and Shane Roberts were absent. Superintendent Bryan White, Business Manager Becky Hodges and Principal Sandra Ramirez were present. Guests attending were Robb Sidebottom, Gallagher Construction; John Gallagher, Live Oak Public Finance; and representatives of Huho Design Group and MWM Architects.
