Prior to the regular monthly meeting of the Dickens County Commission on Monday, May 9, the court held a public hearing at 9 a.m., concerning the adoption of an ordinance for the purpose of approving a tax abatement agreement with Dickens BESS, LLC, the applicant and owner of an electric battery storage system.
The proposed agreement would provide for a tax abatement and payments in lieu of taxes (PILOT) for property located within the Dickens County Reinvestment Zone #1 as previously established by resolution of the Dickens County commissioners court, comprising all land within the county north and east of US 82/TX-114 and TX-70 which is outside the boundaries of any municipality.
The particular property subject to abatement comprises an approximately 10-acre parcel located on the north side of County Road 112 and slightly west of County Road 127. The proposed improvements subject to the agreement comprise electric energy storage equipment with an estimated installation cost of seventy-five million dollars ($75,000,000).

The public hearing regarding adopting the tax abatement was closed at 9:43 a.m. Charlie Morris made the motion to approve the tax abatement. Mike Smith seconded the motion. The motion passed 4-1 with Dennis Wyatt voting against.
In other court action commissioners discussed the preliminary values for the 2022 tax appraisal roll, and commissioners unanimously approved the Dickens County Appraisal District preliminary budget.
Other court initiatives included approving the resolution for the county’s Hazard Mitigation Plan, and agreeing to table the resignation letter from Justice of the Peace Nancy Stone until June.
Commissioners also discussed the planning process for utilizing the ARPA funds.
