Tonya Kelsey has worked for Cap Rock Telephone Cooperative, Inc. since October 21, 1985. After holding a variety of positions over the years, according to a company press release, she retired recently following a total of 36 years of service.
Kelsey started in the customer service department, taking payments and answering the phone. She did billing and inputting of stockholder information into the computer system for the first time. Then, about a year later, she went into the accounting department during the conversion of all accounting to Part 32 by Federal Communications Commission mandate. About three years later, she became the accounting manager and has held that position to date.
During her time at here, Kelsey converted all books to seven different systems, recreated accounting records for three companies, changed all records to Coop status in 1994, implemented the capital credit system from scratch, handled the buying process of six exchanges from GTE Inc., and incorporated GTE property records into Cap Rock’s books. She managed all accounting for Caprock Cellular, to include the sale of the cellular division. She also handled all insurance aspects, corporate investments, and regulatory entities’ requirements and compliance, as well as IRS and state comptroller tax matters. She accompanied Cap Rock president Jimmy Whitefield to Austin on several occasions to facilitate in Public Utility Commission (PUC) rate cases and has navigated numerous audits to include corporate, IRS, NECA, State of Texas Comptroller, PUC, Texas USF, RUS and USAC.
Tonya has served on the Texas Statewide Telephone Cooperative, Inc. (TSTCI) accounting committee of for almost 30 years and served as treasurer for CR Telco since April 1998.
“Her tenure here has been long and great,” said her colleagues. “We wish her well with her retirement and thank her for all of her contributions, professionalism, and dedication over the years.”
