Kent commissioners decide on building repairs, boost nursing home collections

In the regular meeting of the Kent County Commission starting at 9 a.m. Nov. 13, the court continued discussion regarding what repairs to undertake to roofs and other parts of county-owned buildings that were damaged in storms several months ago. County Judge Layne Coulter said that following consultation, Texas Association of Counties insurance staffer Scott Franklin will review the claim and adjustments and provide an executive summary of recommendations if any changes are advised.

Hail wreaked damage on the roofs of the courthouse, the nursing home, and the Sparrow’s Nest facilities, as well as on some airport structures, soon after new roofs had just been installed on some of those buildings. The county is now looking into a different kind of roof recommended for buildings in hail country, which has a board substrate and several layers of resistant material.

In a previous called meeting, the commission approved a contractor to undertake repairs t the Kent County Nursing Home facility.

Commissioners undertook an extended discussion regarding management of the Kent County Nursing Home, including reports from the administrator on debt collections and chargeoffs from private- pay clients. A decision was made to require assignment of funds for private-pay admissions until the resident’s Medicaid is approved.

In other business, the court approved surety bonds for Judge Layne Coulter and Commissioner Ray Hall. The court also adjusted wording in its personnel policy for Covidrelated sick time pay for sheriffs (and previously other county employees), adjusting wording to “only those county employees covered under HB 2073.”

The court scheduled its employee Christmas lunch for Friday, Dec., 22, at noon.

The court approved its investment policy and appointed treasurer Christy Long as the county’s investment officer. Bills were approved for payment, and investments made on Oct. 31 of two certificates of deposit, $1,500,000 each, at 5.20% at Plains Capital Bank, maturing Feb. 2, 2024.

Votes in the Nov. 7 election were canvassed.

Judge Coulter noted that he ad met with TxDOT’s airport planner on future planning for Kent County’s facility, and to learn whether there is any grant funding available.

Present were County Judge Layne Coulter, County Clerk Craig Harrison, and commissioners Roy Chisum, Robert Graham, and Ray Hall (who left before conclusion of business). Daryl Ham was absent. The meeting adjourned at 12:35 p.m.
