Following the resignation of Judge Jack Bush, who is retiring out of state, the Spur city council met July 14 and hired Jan Blacklock Matthews as the municipal court judge effective immediately, with a start date to still be determined.
Judge Matthews is licensed to practice law by the Supreme Court of Texas, in the United States District Court, Northern District of Texas.
She earned the Bachelor of Business Administration degree from Sul Ross State University in 1981 and her law degree in 1987 from Texas Tech University. Her legal expertise has encompassed criminal, government, juvenile, education, agriculture, family, civil, and probate/guardianship matters.
A resident of Lubbock County, Judge Matthews has served as municipal judge for the City of Wilson since July 2011. She also currently serves as attorney/mediator under contract the with Lubbock County Dispute Resolution Center and as assistant city attorney/prosecutor for the City of Idalou and the City of Petersburg.
A member of the State Bar of Texas since 1998, Judge Matthews is a member of the Lubbock County Bar Association, the Texas Dispute Resolution System the Texas Municipal Courts Association (which in 2014 awarded her its Outstanding Judicial Award of the Year), the Texas Municipal Courts Association/Texas Courts Education Center, the Texas Municipal Courts Education Center, the Texas Council on Family Violence, the Legal Aid Society of Lubbock and the Texas District County Attorneys Association.
She holds professional certifications from the Texas Department of Public Safety, the South Plains Association of Governments/Regional Law Enforcement Academy, the Texas Polygraph Examiners Advisory Board
Among her community activites interests are Girl Scouts of the USA, Leadership Lubbock, Lubbock Meals on Wheels, and the Texas Tech University Therapeutic Riding Center.
