On Monday, Aug. 8, 2022,
prior to a lengthy agenda of regular business, the Patton Springs Independent School District board of trustees held a public hearing on the intention of Patton Springs ISD to consider designating the Cottonwood Solar Reinvestment Zone.
Bryan White, PSISD superintendent, provided the reason for creating the reinvestment zone: that in order for the Cottonwood Solar Project to be eligible for a Texas Chapter 313 Agreement, it must be located in area designated as a reinvestment zone, which the county or the school district can create.
White said since time is of the essence to get the application process complete before Chapter 313 expires, Cottonwood Solar has requested that the district create the reinvestment zone. Board president Gary Bridge invited interested persons to speak; there were none. Bridge closed the public hearing. Following the public hearing, the regular monthly Patton Springs ISD board was held, with board members Dave Keith, Gary Bridge, Ernest Ramirez, and Clayt Bridge attending. Superintendent Bryan White, business manager Becky Hodges and principal Sandra Ramirez were also present.
Superintendent White discussed the TASA/TASB School Board Convention, September 23-25, 2022, in San Antonio, and the new required board training due by September 30, 2022. White also discussed school activities, school safety, maintenance projects, vehicles/ transportation, ESSER II and ESSER III, and presented July 2022 Certified Values and the Summary of Finance current values.
Clayt Bridge presented a motion, pursuant to Chapters 312 and 313 of the Texas Tax Code, that the Board “approve and adopt the Resolution as presented: creating the Cottonwood Solar Reinvestment Zone; establishing the boundaries thereof; providing for today, August 8, 2022, as the effective date of the Reinvestment Zone; and, that the Superintendent, or his designee, be authorized to take such further action as may be required to establish the Cottonwood Solar Reinvestment Zone.” Ernest Ramirez made the second; the motion passed.
In other business, the board approved the 2022-23 Student Code of Conduct, the 2022–23 student handbook and the 2022–23 faculty handbook.
Fuel and propane bids were opened. The 2022-23 unleaded fuel and diesel fuel bid was awarded to Crosby County Fuel Association, and the 2022-23 propane bid was awarded to Meredith Gas and Supply.
Following a review of the proposed budget and tax rate, the board set the proposed tax rate for $0.94290. A public meeting was set for August 29, 2022, 7 p.m., 1261 East FM 193, Administrative Office, Afton, Texas, to Discuss Budget and Proposed Tax Rate The board ordered a general election of trustees for November 8, 2022. The board approved continuing a joint election agreement with Dickens County. School board filing dates for the November 2022 trustee election were presented.
The board approved county extension agent Rusty Lanier as adjunct faculty for the 2022-23 school year. Superintendent White discussed the status of an interlocal agreement with Spur ISD for transportation with Spur ISD, and approved the agreement. White will give an update at the next meeting. White presented the current timeline for the water system connection. The board approved the 2022-2023 District Improvement Plan.
The board approveed Bryan White, Superintendent “Employee” for the Form 50-859, Tax Code section 26.04 designation. (Rebecca Haney, Tax Assessor-Collector, prepares and signs this document.)
The board approved the 2022-23 adult meal lunch at a cost of $4.85 and the adult dreakfast at a cost of $2.80, effective August 8, 2022.
The board approved the 2022-23 resolution of the board regarding Hazardous Traffic Conditions.
The board approved the 2022-23 Resolution Stating Review of the Investment Policy and Investment Strategies and Designation of Investment Officer for Patton Spring ISD and Approving Independent Sources for Investment Training.
Following a closed meeting, upon recommendation by Sandra Ramirez, principal, and Bryan White, superintendent, the board hired Lindsey Criswell on a probationary contract, subject to assignment.

The board approved the 2022-23 compensation plan and ESSER III, then adjourned.
