JGISD votes to consider bond election in November in August meeting

In the regular monthly meeting of the Jayton-Girard Independent School District board of trustees on Aug. 12, 2025. Principal Jamie Humphries reported on student enrollment (182), the Meet the Jaybirds and Lady Jays event, a well-attended Title I meeting prior to Open House, the in-service launch, school starting on August 14, extracurriculars and a T-TESS update.

In the Interim Superintendent Report, Nelson Coulter reported on the necessity to keep learning as the focus of the district’s time, effort, and resources, starting with the Team of 8.

Coulter expressed appreciation and thanks for:

• All extracurricular coaches/directors/sponsors as they launch a new year;

• The JGISD maintenance team for having the school and grounds in great condition for the new school year;

• The Jayton Athletic Boosters for the many ways they support the Jaybirds and Lady Jays

• Christine Foil’s service to JGISD, with best wishes as she moves on;

• The various Jayton houses of faith coming together on Aug. 10 and conducting a Prayer Walk throughout the school;

• Amber Lemoine and Christy Coulter for finishing 2024-25 Yearbook.

He also reported on the ordering of two more trophy cases for gym lobby.

Coulter informed the board that Dr. David Stevens oftheUILwouldbeinJayton on Sept. 19, 2025, to present the 2024-25 UIL Lone Star Cup (just prior to the homecoming football game).

The board took action to rescind the Bond Election Call approved at the July 22, 2025, meeting.

The Board took action to consider an Order Calling a Bond Election to be held November 4, 2025, in the amount of $1,900,000 for the purchase of new school buses, student transportation vehicles, and security devices for school buses and student transportation vehicles.

The Team of 8 discussed the committee studying placement and presentation of State Champions commemoration. Round 1 of those deliberations is complete; round 2 will begin this week.

The board took action to opt out of Senate Bill 401, declining to allow home-schooled students the option of participating in JGISD extracurricular activities.

The Team of 8 discussed TASB Policy Updates that will be considered in coming months.

The Team of 8 heard Technology Director Keith Emfinger report on the transition to the school’s new website platform.

The board took action to approve the Consent Agenda, which included: minutes of July 22, 2025 board meeting; financial reports; the JGISD 2025-26 Student Handbook; the JGISD 2025-26 Employee Handbook; and an interlocal agreement to continue participation in the SLC Consortium for 2026.07.012027.06.30.

The board took action to contract with Kent County, Texas, for election services during November 4, 2025, elections.

The board took action to designate authority to the superintendent to calculate the tax rates in accordance with requirements in Tax Code and Education Code.

The Team of 8 heard and/or discussed:

• The 2025-26 budget, proposed at $6,074,304 (deficit of $688,628), with Coulter and Business Manager Laci Scogin providing contexts and explanations;

• The 2025-26 Maintenance and Operations tax rate of 0.7892, as dictated by formula;

• Progress on the softball/ baseball complex project, with Coulter providing details about the current negotiations with Pharr & Associates;

• Possible future property additions, with Coulter providing details and contexts; • An update by Technology Director Keith Emfinger on current deployment of the technology bond;

• New employees Jaclyn Carson for the maintenance team and Samantha Salazar as cafeteria assistant.

• Plans for the painting of the visitor bleachers at the football field, to be done by West Texas Coatings of Lubbock. The project is scheduled to begin on September 2, with completion by homecoming.

The next scheduled JGISD board meeting is a public hearing regarding the 2025-26 Proposed Budget and Tax Rate, at 6:30 p.m. on August 26, 2025. Immediately following that hearing will be a called meeting of the board.
