JGISD’s Bicknell resigns; board appoints Nelson Coulter interim

Last Friday morning, March 14, Jayton-Girard ISD posted a statement, dated March 4, on its Facebook page conveying word of a voluntary resignation agreement with its current superintendent of schools, Scott Bicknell.

Bicknell, hired Feb. 23, 2024 after holding similar posts at Muenster ISD and Glasscock County ISD, assumed responsibilities in Jayton soon afterward; the board took action during a special board meeting March 4, 2025, to consider his resignation.

No reason for the move was immediately provided to The Texas Spur by the district following inquiries this week.

Bicknell’s year-long tenure encompassed proposal and discussion on a bond election for $10 million in four different improvement packages, with one of the propositions ultimately passing in November 2024. The school’s consideration of adding baseball and softball to its roster of athletic programminghasalsobeen a widely debated topic, according to some.

Dr. Nelson Coulter, a longtime educator and author with roots in the Jayton community who served as Guthrie CSD superintendent from 2009 to 2015, has been appointed interim superintendent. No details of a search for Bicknell’s permanent successor have yet been announced to the media.

JGISD’s March 4 board meeting, which convened at 6:30 p.m., focused on matters related to a Voluntary Resignation Agreement with the Superintendent of Schools, according to the posted agenda.

The first order of business was to “seek and receive legal advice from the school district’s attorney in closed session in accordance with Tex. Gov`t Code 551.071 regarding Superintendent employment contract and related legal matters.”

The board was then slated for “deliberation and possible action to approve entering into a Voluntary Resignation Agreement with the Superintendent of Schools and to authorize the Board President to execute such agreement and to take any other action related thereto,” and undertook a related matter in closed session under Tex. Gov`t Code 551.074 “to discuss/interview potential candidate(s) for the position of Interim Superintendent of Schools” and “deliberation and possible action to hire an Interim Superintendent of Schools and authorize the Board President to execute an agreement with the Interim Superintendent and to take any other action related thereto.”

The District’s March 14 statement conveys that “Mr. Bicknell thanks the Board of Trustees for providing him with the opportunity to serve in the Jayton-Girard Independent School District.”
